Even though he is not a party member, he was elected on the Union of Farmers and Greens party list into the parliament and on June 2, 2011 Andris Bērziņš became the 7th democratically elected president of Latvia. More thorough analysis would follow in couple of days, but the overall mood in Latvia those days could not be better depicted by Gatis Šļūka.

Valdis Zatlers - a year in the office (updated)

It is a year since Valdis Zatlers was elected the 7th* president of Latvia. A year ago I was sceptical about the ability of a surgeon to become a statesman and the first anniversary proves that I was almost right. The former surgeon could have performed even more faceless, but there are also positive outcomes from his first year in the office. He nominated Ivars Godmanis as a PM very much against the will of the People's Party "iron guards", returned three bills to the parliament (The bill about prevention of Money Laundering among them), publicly gave a support to the August 2 referendum, and he tried to argue with president Putin, thus supporting Georgia and Ukraine MAP plans in the NATO Bucharest Summit.

In the meantime he is still looking for his niche and trying to answer the ominous question he presented to himself during a press conference last year: "who am I"? It is impossible for him to reach the stature of the former president Freiberga due to his background and education. His foreign visits, apart from seeing the most important allies in Brussels and Washington, were taking place mostly to the countries of the former Soviet Union. The foreign policy isn't thus much an issue here, because according to constitution its the parliament who forms the foreign policy, thus his visits must be coordinated with the Ministry of Foreign Affairs. Also here the bulk of responsibility is on his chancellery, that seems pretty fractional at the present moment.

All in all, the greatest expectations in Latvia is about his ability to consolidate the divided society and possibly to sack the present illegally elected parliament. Consolidation of the society is a hard task for a surgeon who openly admitted that he did not pay taxes. He promised that he would solve the problem of illegal payments to doctors within a year in the office, but the year has passed and there is no solution found. V. Zatlers was too inexperienced a year ago to give such "an impossible" promise. Nevertheless, for now he should have realized that the major cause, for such promises not being possible to fulfill, is networks of the political class that have stagnated in Latvia and serve as a drag for further development in this country.

According to the present constitution (Art.48) it is only the president who is entitled to dissolve the parliament. However, he risks his own post in case the population should not support his decision to dissolve the parliament in the referendum. Until now he openly supports the idea and the need for the referendum. We shall see after August 2, 2008, whether it was just another public relations campaign prepared by his chancellery or it was a sign that the incumbent president matures as a statesman in his office. As if representing those Latvians who doubt president's ability to mature as a statesman Onslovs came out with a poignant cartoon. ("Strength is in the loaf of bread!" (the word kukulis has a double meaning (a bribe) in Latvian)

Incumbent president just finished his press conference. It seems that his distancing from the governing clique is straightforward. In the press conference president rather harshly approached the parliament. The president said: "the Saeima is working more intensively now if to compare with last autumn, but the quantity of work produced is not always bringing qualitative results." He reiterated about the need after a definite procedure of electing the new head of the Corruption Prevention Bureau (KNAB) transparently, the return of three bills to the parliament (ill famous law about prevention of Money Laundering in particular).

In case the governing clique would proceed with the previously mentioned bill in its present form, the president has a right to interrupt it signing into the law for two moths (Art. 72 of the Satversme). To do that he needs a request from no less than a third of MP's, and these rights the president and the third of parliamentarians can exercise within ten days after parliamentarians passed the bill. The bill goes into popular referendum if a tenth of Latvian electors (140 000) demands it so within two months period when the president interrupted the law. If such a turmoil should happen, the parliament has a right to reconvene and amend the dysfunctional law, and thus the referendum is called off. In case a tenth of signatures is not collected the president must sign the bill into law after the period of two months passes.

So, the civil society eagerly awaits the July 17, 2008, when the Saeima must discuss the ominous bill on prevention of money laundering. In the meantime LETA announced that inflation has slowed by 0,2 %, and thus the PM believes that the peak of inflation has been reached, and the Bank of Latvia announced that next year Latvia could see the deceleration of inflation to the single digit number.

Presidential elections - a day after

Elections are over and life must go on again in Latvia. The overheated atmosphere is still around us and the Latvian public must learn new modus vivendi now. The first press conference of the newly elected president was PR disaster and I wonder why wasn't there an interpreter and press secretary present?

Rather symbolically the incumbent president did not participate in the parliementary session because she was on her visit to Daugavpils. Thus, the successor in the presidential office did not get customary congatulations from the incumbent holder of the office. Allegations about the illegal payments received from the patients shall hang over the head of the doctor president unless he is going to be able to surpass his People's Party entourage and somehow also his own vices.

He has not written a doctoral dissertation and a person of his stature should feel it subconciously. Shall see, how the incumbent president shall behave, and, whether the subconconciouss underachievement is not going to deter him from his idealist plans to implement transparent and honest governance in Latvia. Anyway he has promised to settle his outstanding financial debts to the Latvian Internal revenue Service next week, and he bravely promised to bring an order to the payment system in the sphere of medicine until his oath of inauguration in July 8. Lets wait and see how successfull he would appear, and, wheter there is something concrete behind his somehow incoherent speech.

He has promised to tour Lithuanian and Estonian capitals in his first state visits and Toomas Hendrik Ilves already congratulated him. Yet, it is the Ministry of Foreign Affairs that coordinates presidential foreign visits, thus president's rush might be explained with his relative inexperience.

His entourage shall explain us in upcoming weeks how truly independent he will be. The society in Latvia is boiling and it will require titanic efforts from him to consolidate the society. It is not only along the ethnic lines the society is split today, but also along the socio-economic lines and intelligentsia and political elite relations in Latvia are at all time low. Huh, huh, shall see how all this rollercoaster Latvian politics would evolve until the popular referendum in July 7. Some folks say that 07.07.07 date is omenous, thus shall it be omenous also for demos in Latvia?

Valdis Zatlers valittiin Latvian uudeksi presidentiksi

TALLINNA. Latvian parlamentti äänesti torstain aamupäivänä maan uudeksi presidentiksi sairaalanjohtajan ja lääkärin, Valdis Zatlersin.
Zatlers sai 58 ääntä. Vastaehdokas, entinen perustuslakituomioistuimen tuomari Aivars Endzins sai 39 ääntä, maan uutistoimisto Leta tiedotti.
"Hallitus vaihtoi kuukauden aikana kolme kertaa ehdokastaan. Kuulimme Zatlersista viime viikon maanantaina. Nyt hän on presidentti”, toteaa kansainvälisen politiikan tutkija Veiko Spolitis Stradinšin yliopistosta Riiasta.
Zatlers on julkisuudessa tunnustanut vastaanottaneensa lahjuksia lääkärinä toimiessaan. Latvian verovirasto tutkii paraillaan, kuinka suuresta osasta tuloja hänen pitäisi maksaa lisäveroa. Presidentin virkaan astumiselle tämä ei ole laillinen este.
Zatlers oli mukana Latvian itsenäisyyttä ajaneessa kansanrintamassa 1980–90-lukujen vaihteessa. Hän ei ole minkään puolueen jäsen, mutta hänellä on tiiviit yhteydet lahjusskandaalien riepottaman Andris Škelen kansallispuolueeseen.
Gallupien mukaan kansalaisista reilu puolet olisi kannattanut kokeneempaa poliitikkoa ja juristia Endzinsiä. Vaalien alla huomiota herätti hänen näkuvä roolinsa kommunistisesssa puolueessa neuvostoaikana. Endzins ajoi Latvian itsenäistymistä 1980-luvun lopulla puolueessa.
Endzinsin puolesta julkaisi vetoomuksen suuri joukko Latvian älymystön edustajia. Istuva presidentti Vaira Vike-Freiberga ei puoltanut kumpaakaan ehdokasta.
Kolmannen ehdokkaan mukaan tulo olisi ollut mahdollista, jos Zatlers ei olisi saanut kansanedustajien äänten enemmistöä ensimmäisellä äänetyskierroksella. Tämä näytti mahdolliselta vielä torstaiaamuna.
Politiikan tutkija Spolitis suhtautui skeptisesti Zatlersin valintaan.
"Zatlers on varmasti epäpoliittinen henkilö. Hän on noussut lääkäristä ortopediakeskuksen johtajaksi ja sieltä presidentiksi. Mutta hän voi olla helposti manipuloitavissa”, Spolitis sanoi.
"Ja minkä viestin välittää presidentti, joka on avoimesti tunnustanut ottaneensa lahjuksia? Voimmeko kaikki vastaanottaa lahjuksia?”
Zatlers aloittaa presidenttinä, kun suositun presidentti Vaira Vike-Freibergan virkakausi loppuu 7. heinäkuuta.

Valdis Zatlersi riigipeaks valimist toetasid kõik 58 koalitsiooniparteide saadikut.
Kirurgina tunnustatud, kuid poliitikas peaaegu kogenematu Zatlers (52) võib järgmiseks neljaks aastaks Riia lossis koha sisse võtta. Veel kaks nädalat tagasi ei tuntud teda peaaegu üldse.
Poliitikas oli ta osalenud vaid üürikest aega, 1988–1989 sealse Rahvarinde liikmena, kuid eelistas jätkata arstiametis. Läänes teatakse teda peamiselt meditsiinifoorumite kaudu, kus ta on osalenud.
Nädal enne valimisi toetas avaliku arvamuse küsitluste järgi tema valimist vaid 28 protsenti lätlastest. Kuid kuna Läti riigipea valimiseks piisab seimi 100 liikmest vaid 51 toetusest, siis pani valitsusliit ta tõrgeteta ametisse kohe esimeses hääletusvoorus.
Algselt esitas valitsuse juhtjõud Rahvapartei riigipea kohale endise Läti USA-suursaadiku Maris Riekstinši, samal ajal kui koalitsiooni kuuluv Esimese Partei ja Läti Tee blokk tõi välja endise kultuuriministri Karina Petersone.

Ülejäänud võimuparteid – Põllumeeste ja Roheliste Liit ning blokk Isamaale ja Vabadusele / Läti Rahvusliku Sõltumatuse Liikumine – oma kandidaate ei esitanudki, kompromissi otsides tuli valitsus välja lõpuks mehega, kes ei kuulunud komparteisse ega ole ka praegu ühegi erakonna liige.
Küll on teada, et Zatlers on ravinud Rahvapartei vaimset isa Andris *kelet. Mõned lätlased nimetavadki praegust võimuliitu, mille kandidaat nüüd presidendiks saab, “kolme oligarhi valitsuseks”, viidates praegu poliitikast tagasi tõmbunud *kelele, kohtu all olevale Ventspilsi linnapeale Aivars Lembergsile ja transpordiminister Ainars *lesersile.
54-protsendilist rahva toetust nautinud Aivars Endzinšil (66) ei olnud mingit võimalust Zatlersit valimistel võita, teda toetas vaid 39 parlamendisaadikut.
Konkurent jõuetu
Endzinš on nõukogudeaegse haridusega jurist, kes kuulus omal ajal ka komparteisse, 1996–2006 oli aga Läti konstitutsioonikohtu esimees. Muide, 1993 oli ta üks Läti Tee asutajaid, partei praegused liikmed toetasid Zatlersit.
Endzinši kandidatuuri esitas küll kunagise putšisti Alfreds Rubiksi partei Üksmeele Keskus, kuid teda eelistas lõpuks toetada ka meie Res Publica vennasparteiks peetav Uus Aeg. Pärast hääletust tunnistas oma toetust talle ka venelaste blokk Inimõiguste Eest Ühtses Lätis.
Läti presidendi võim on küll piiratud, kuid tal on siiski õigus kuulutada seimi nõusolekul sõda ja algatada ka seadusi. Riigipeal on võimalik ka parlament laiali saata ja seadusi blokeerida, kuid selleks on vaja referendumit.
Senine president Vaira Vike-Freiberga jõudis mullu minna seimiga tülli esmalt endiste KGB agentide paljastamise seaduse pärast ja 7. juulil peab rahvas referendumil otsustama, kas järgmisena päevakorda tõstetud julgeolekuteenistusi valitsusele allutav seadus ikka jõustub.
Parlamendi nüüdne presidendivalik, mis läks vastuollu avaliku arvamusega, tõotab referendumist teha tõelise usaldushääletuse valitsuse ja parlamendienamuse suhtes. 44 protsenti lätlastest toetab parlamendi ennetähtaegset laialisaatmist.

Letlands parlament valgte torsdag en fremtrædende kirurg, som er blevet kritiseret for at tage imod pengegaver fra patienter, som landets nye præsident. Valdis Zatlers, der har støtte fra de fire partier i landets koalitionsregering, men som er et ubeskrevet blad i det politiske liv, overtager embedet fra Vaira Vike-Freiberga, som var den første kvindelige præsident i Østeuropa. Afviser korruptionZatlers fik støtte fra 58 af de 100 parlamentsmedlemmer og vandt over en tidligere dommer ved landets forfatningsdomstol, Aivars Endzins. Tilhængerne af den nye præsident har forsvaret, at han har taget imod pengegaver. De siger, at er almindeligt i Letland - og ikke tegn på, at en person er korrupt.

Latvia elects doctor as president The Latvian parliament has elected a leading medical doctor, Valdis Zatlers, as the Baltic state's next president.
He becomes the third president of Latvia since independence from the Soviet Union in 1991, taking over from Vaira Vike-Freiberga.
He received 58 of the 98 ballots cast, beating former constitutional court judge Aivars Endzins.
Mr Zatlers, 52, has been criticised for taking cash payments from patients, but he denies any wrongdoing.
He was nominated by the four-party, centre-right government coalition.

RIGA, Latvia (Reuters) -- Latvia's parliament chose a leading surgeon criticized for taking undeclared cash presents from patients as the country's new president on Thursday.
Valdis Zatlers, 52, who had the backing of the four-party government coalition but is a political novice, will replace Vaira Vike-Freiberga.
His supporters say under-the-counter payments from patients are common in Latvia and do not mean he was corrupt.
But critics have said he is not suitable to lead the country, a European Union and NATO member since 2004.
"God bless Latvia," Zatlers told parliament after winning 58 votes of 98 ballots cast in the 100-seat house, beating ex-constitutional court judge Aivars Endzins.
Zatlers is expected to preserve the pro-Western stance of the small Baltic nation, which quit the former Soviet Union in 1991. He has criticized the government for not doing enough to dampen inflation, which has soared amid strong economic growth.
The president in Latvia has limited but important legislative powers and is a key voice for the country abroad.
At a news conference after the vote he was bombarded with questions about the appropriateness of Latvia having a leader who had taken such payments, without declaring them to the authorities.
"This question has been discussed thoroughly over the last 10 days," he said.
He said he planned to go to the tax authorities on Monday to sort out the issue and that corruption had to be combated at all levels.
Latvia has the EU's highest economic growth rate of around 11 percent, but started from a low base, and Latvians are among its poorest people.
The government has said he is the best candidate for the job and said he had been honest by admitting he took cash payments from patients.
But some Latvian commentators have said the government backed Zatlers as it wanted a president sympathetic to it after clashing with Vike-Freiberga over controversial new laws that would have increased government influence over the security services.
Her veto of the laws led to the calling of a referendum seen as a vote of confidence in the government. The bills were later scrapped.

Новым президентом Латвии стал 52-летний врач-ортопед Валдис Затлерс, за которого сегодня проголосовал латвийский сейм. Несмотря на до неприличия маленький политический опыт, Затлерс одержал верх над своим соперником Айварсом Эндзиньшсом, который разочаровал депутатов членством в КПСС.

Валдису Затлерсу 52 года. Он окончил Рижский медицинский институт в 1979 году. Проходил стажировку в клинике Йельского университета в США. После окончания обучения работал в рижской Больнице травматологии и ортопедии (при Институте травматологии). В 80-х годах был членом Думы (руководящего органа) народного фронта Латвии. Этим его политический опыт и ограничивается. Сейчас Затлерс возглавляет рижскую Травматологическую больницу. В отличие от прежнего президента, Затлерс говорит по-русски. В свое время был одним из ликвидаторов аварии на Чернобыльской АЭС. Женат, имеет троих детей.
На высший пост в стране претендовали два кандидата. Валдис Затлерс выдвигался от правительственной коалиции, оппозицию представлял юрист Айварс Эндзиньшс. По итогам сегодняшнего голосования в 100-местном сейме Затлерс собрал 58 голосов против 39 у Эндзиньшса. В кратком выступлении после избрания Затлерс поблагодарил за оказанное доверие, которое накладывает на него обязанности «служить государству по совести». По его словам, «в настоящее время необходимо подумать о двух вещах – целях и идеалах».
Затлерс вступит в должность 7 июля, когда истечет второй и последний срок второго президента Латвии Вайры Вике-Фрейберги. Уходящий президент – эмигрантка из Канады. Впервые она была избрана в 1999 году и переизбрана в 2003 году. По закону Латвийской республики, одно и то же лицо не может занимать пост главы государства более восьми лет. Залтерс станет главой государства на следующие четыре года, однако его роль будет по сути церемониальной. Согласно конституции Латвии, президент выполняет только представительские функции, вся полнота исполнительной власти лежит на правительстве, а законодательной – на парламенте.
Тем не менее президент имеет возможность в случае необходимости распустить сейм, отправить на доработку принимаемые парламентом законы, а также выступить с обращением к обществу. У Залтерса до неприличия небольшой опыт политической деятельности. Он беспартийный и много лет работал хирургом-ортопедом. С 1994 года является руководителем Больницы травматологии и ортопедии в Риге. В ходе избирательной кампании Затлерс подвергался критике как раз за полное отсутствие политического опыта. К тому же в самый разгар гонки он оказался в центре скандала. В СМИ вбросили компромат о том, что он якобы принимал подарки от пациентов, когда работал главврачом. На этом этапе за кандидата от правительственной коалиции вступились премьер-министр Латвии Айгарс Калвитис и глава антикоррупционного бюро Алексей Лоскутов. Оба заявили, что закон не требует от врачей декларировать незначительные суммы. Кандидат от оппозиции – юрист Айварс Эндзиньшс – показался парламентариям менее предпочтительным. У него оказался гораздо более вопиющий недостаток. Эндзиньш, в прошлом глава конституционного суда, 30 лет состоял в Компартии. Как считают местные наблюдатели, именно это обстоятельство и лишило его президентского кресла.

Latvijos parlamentas ketvirtadienį septintuoju šalies prezidentu išrinko garsų šalies chirurgą Valdį Zatlerį, kuris buvo kritikuojamas dėl to, kad ėmė iš pacientų pinigus.
Politikos naujokas V.Zatleris, kurį rėmė keturių partijų - Liaudies partijos, „Tėvynei ir laisvei"/ ir Judėjimo už Latvijos nacionalinę nepriklausomybę susivienijimo (TL/JLNP), Latvijos pirmosios partijos ir „Latvijos kelio" susivienijimo (LPP/LK) bei Žaliųjų ir valstiečių sąjungos - valdančioji koalicija, pakeis Vairą Vykę-Freibergą.
Per slaptą balsavimą, kuriame dalyvavo 98 iš 100 parlamentarų, jis gavo 58 balsus ir aplenkė savo varžovą - buvusį Konstitucinio Teismo teisėją Aivarą Endzinį.
V.Zatlerio šalininkai teigė, kad neoficialios pacientų dovanos medikams Latvijoje yra įprastas dalykas, todėl tai nereiškia, kad jis yra korumpuotas.
Tikimasi, kad V.Zatleris nekeis šalies provakarietiškos pozicijos. Jis yra kritikavęs vyriausybę dėl nepakankamų pastangų infliacijai pažaboti.
Latvijos prezidentas turi ribotus, bet svarbius įstatymų leidybos įgaliojimus ir atlieka svarbų vaidmenį šalies užsienio politikoje.
Sakydamas trumpą kalbą po išrinkimo V.Zatleris padėkojo už parodytą pasitikėjimą, kuris jį įpareigoja „sąžiningai tarnauti valstybei".
Pasak V.Zatlerio, šiuo metu būtina pagalvoti apie du dalykus - tikslus ir idėjas. „Istorija rodo, kad tauta gali daug pasiekti, jeigu turi bendrų tikslų ir idealų, ir dabar reikia padaryti viską, kad vėl taip ir būtų. Jeigu to nebus, tauta bus suskaldyta", - sakė išrinktasis prezidentas.
„Mano garbė - tautos garbė. Garbė tarnauti Latvijai", - sakė jis.
Per spaudos konferenciją po savo išrinkimo V.Zatleris pabrėžė, kad jo svarbiausias uždavinys prezidento poste - vienyti tautą.
„Mums būtina surasti priežastis, kurios skaldo tautą. Apie jas reikia kalbėti, kalbėti garsiai ir jas pašalinti, kaip piktžoles, - sakė jis. - Jeigu mes nesurasime šių priežasčių, tebevyks susiskaldymas".
Pasak išrinktojo prezidento, reikia gerumu įrodyti, kad įmanoma suvienyti žmones.
Valdančioji koalicija pasiūlė V.Zatlerį kandidatu į prezidentus po to, kai jai priklausančioms partijoms nepavyko susitarti iškelti vieną iš anksčiau pasiūlytų kandidatūrų - Liaudies partijos iškeltą Marį Riekstinį ar LPP/LK iškeltą Kariną Petersonę.
„TL/JLNN ir ŽVS manė, kad visoms koalicijos partijoms reikia susitarti dėl vieno - nepartinio ar neutralaus - kandidato.
V.Zatlerio kandidatūra pirmą kartą buvo svarstoma likus kelioms dienoms iki oficialaus kandidatų iškėlimo laiko pabaigos. Nors V.Zatleris iš pradžių nesutiko balotiruotis, tolesnės prezidento paieškos privertė jį persigalvoti.
Nepartinis V.Zatleris gimė 1955 metais, vedęs, šeimoje yra trys vaikai.
Baigė Rygos medicinos institutą, nuo 1994 metų yra Traumatologijos ir ortopedijos ligoninės vadovas.
Karjerą V.Zatleris pradėjo kaip traumatologas ortopedas, vėliau tapo Rygos 2-osios ligoninės traumatologijos skriaus vedėju. Turi 15 metų profesionalaus darbo medicinoje tarptautinį patyrimą.
Naujasis valstybės vadovas dalyvavo likviduojant Černobylio atominės elektrinės avarijos padarinius.
Priklausė Latvijos liaudies frontui, buvo jo tarybos narys.
Apdovanotas ketvirtojo laipsnio Trijų žvaigždžių ordinu, kurį jam įteikė prezidentė V.Vykė-Freiberga.
V.Zatleris laisvai kalba anglų ir rusų kalbomis, domisi kulinarija, gėlininkyste, vaizduojamuoju menu, muzika ir ISO valdymo kokybės standartais.

Die Regierungsmehrheit in Riga wählt den Chirurgen Vladis Zatler als Staatsoberhaupt - obwohl er in der Bevölkerung keinen Rückhalt hat. Die Letten sähen lieber den linksliberalen Gegenkandidaten im Amt. Die Stimmung ist gespannt.

Trotz wachsender Kritik an ihrem Kandidaten hat die in Lettland regierende Mitte-rechts-Koalition den 52-jährigen Chirurgen Valdis Zatlers zum neuen Präsidenten der Baltenrepublik gewählt. Mit 58 von 100 möglichen Stimmen erzielte Zatlers am Donnerstag im Parlament in Riga gleich im ersten Durchgang eine Mehrheit gegen den linksgerichteten Rivalen Aivars Endzins, auf den 39 Stimmen entfielen. Zatlers wird Anfang Juli die Nachfolge der seit acht Jahren amtierenden Präsidentin Vaira Vike-Freiberga übernehmen. Der 52-Jährige zog sich harsche Kritik zu, weil er eingestehen musste, als Arzt fortwährend Zusatzzahlungen seiner Patienten eingesteckt zu haben.Zatlers' Stimmenanteil entspricht dem Kräfteverhältnis im lettischen Parlament. Endzins konnte sich zunächst nur der 17 Stimmen seines linksgerichteten Harmonie-Zentrums sicher sein. Dennoch galt ein glatter Wahlsieg Zatlers' zuletzt nicht als gesichert. Meinungsumfragen nur 28 Prozent Zustimmung, wohingegen 54 Prozent Endzins bevorzugt hätten. Die Annahme von Privatzahlungen der Patienten, die in den Baltenrepubliken auch 16 Jahre nach der Unabhängigkeit von der Sowjetunion noch weit verbreitet ist, wurde im Zusammenhang mit dem Wahlgang breit diskutiert. Die Organisation Transparency International hatte von einer Wahl Zatlers' abgeraten. Der designierte lettische Präsident sagte Volksnähe zu. „Als Arzt sehe ich jedes Jahr tausende Patienten“, erklärte Zatlers. „Sie berichten mir nicht nur von ihren körperlichen Leiden, sondern auch von den Leiden des täglichen Lebens.“ So habe er über die Jahre ausreichend Kenntnisse erworben, um „den Interessen jeder Bevölkerungsgruppe“ gerecht werden zu können. Zatlers, der verheiratet ist und drei Kinder hat, leitet seit 1994 das Krankenhaus für Traumatologie und Orthopädie in Riga. Einen Teil seines Studiums absolvierte er an der Universität von Yale in den USA.

Kandydatura 52-letniego Zatlersa, który wcześniej nie angażował się w politykę, była kompromisem między czterema partiami tworzącymi centroprawicowy rząd. Zatlers jest znanym chirurgiem oraz byłym szefem jednej z najlepszych klink w Rydze i to - jak wierzą deputowani - powinno zapewnić mu popularność na Łotwie.Choć uprawnienia prezydenta Łotwy są bardzo ograniczone, to przed głosowaniem w parlamencie media gorliwie grzebały w przeszłości kandydatów - zupełnie jak podczas najgorętszych kampanii w krajach, gdzie prezydentów wyłania się w wyborach bezpośrednich.Pod naciskiem gazet i organizacji pozarządowych Zatlers musiał się przyznać, że podczas praktyki lekarskiej przyjmował "dowody wdzięczności" od pacjentów - także w formie kopert z gotówką. Jednak koalicja rządowa nie wycofała poparcia dla Zatlersa i wszystko skończyło się na deklaracjach, że wręczanie nieopodatkowanych pieniędzy lekarzom jest na Łotwie tak rozpowszechnione, że nikogo nie kompromituje.Natomiast kontrkandydat nowego prezydenta Aivars Endzins, kiedyś członek partii komunistycznej, musiał tłumaczyć się z artykułu opublikowanego w czasach radzieckich. Napisał w nim, że "Łotwa nie jest okupowana przez ZSRR". 66-letni Endzis niedawno wyjaśniał, że artykuł był wynikiem całkowitego odcięcia od informacji w ZSRR. Jednak zdaniem dotychczasowej prezydent Vairy Viki-Freibergi dawna przynależność Endzisa do partii komunistycznej "nie była atutem przyszłego prezydenta".W zgodnej opinii obserwatorów Valdis Zatlers będzie kontynuować prozachodnią i proamerykańską politykę prezydent Vike-Freibergi, która podczas dwóch czteroletnich kadencji wprowadzała Łotwę do Unii Europejskiej i NATO. Pani prezydent często odwiedzała Moskwę, gdzie potrafiła twardo - choć bez skutku - dopominać się o m.in. o przeprosiny za pakt Ribbentrop - Mołotow.

Lettneska þingið kaus í dag lækninn Valdis Zatlers í embætti forseta landsins. Zatler, sem var frambjóðandi núverandi stjórnarflokka, fékk 58 atkvæði í þinginu en 40 þingmenn greiddu atkvæði gegn honum og tveir þingmenn sátu hjá. Aivars Endzins, fyrrum dómari, sem stjórnarandstaðan bauð fram, fékk 39 atkvæði en 59 greiddu atkvæði gegn honum.
Zatlers, sem er 52 ára, var nánast óþekktur í Lettlandi fyrir hálfum mánuði þegar ríkisstjórnin bauð hann fram sem forsetaefni. Hann hefur aldrei tekið þátt í pólitísku starfi og er ekki félagi í stjórnmálaflokki. Hann hefur stýrt stærsta sjúkrahúsinu í Riga og hefur síðustu daga sætt gagnrýni fyrir að hafa tekið við greiðslum undir borðið frá sjúklingum, en slíkt er algengt í löndum sem áður tilheyrðu Sovétríkjunum. Zatlers viðurkenndi að hafa ekki gefið slíkar greiðslur upp til skatts.
Endzins, sem er fyrrum formaður stjórnlagadómstóls Lettlands, sætti harðri gagnrýni af hálfu Vaira Vike-Freiberga, núverandi forseta, fyrir að hafa verið félagi í kommúnistaflokks Lettlands í 30 ár.

Ce chirurgien de 52 ans a été élu dès le premier tour par le Parlement, obtenant 58 voix contre 39 à son rival, Aivars Endzins, ancien président de la Cour constitutionnelle. M. Zatlers, qui était présenté par la coalition de centre-droit du premier ministre Aigars Kalvitis, succédera à Vaira Vike-Freiberga à la fin de son mandat, le 7 juillet. Mme Vike-Freiberga ne pouvait pas se représenter à l'issue de deux mandats consécutifs de quatre ans.
Né le 22 mars 1955, Valdis Zatlers, marié et père de trois enfants, est le chef de l'hôpital national de traumatologie et d'orthopédie de Riga. Son image s'est sérieusement ternie ces derniers jours, après qu'il a reconnu avoir empoché, au cours de sa carrière de médecin, de très nombreuses enveloppes contenant des espèces de la part de ses patients. Ses partisans ont fait valoir que les dessous-de-table versés aux médecins sont chose courante en Lettonie, ce qui n'a pas empêché l'antenne locale de l'organisation anticorruption Transparency International de faire campagne contre son élection.
FONCTION HONORIFIQUE
Valdis Zatlers n'était pas le favori de l'opinion publique. Selon un récent sondage, seulement 28 % de la population souhaitait qu'il soit président, contre 54 % qui espéraient voir élu Aivars Endzins, soutenu par l'opposition de centre gauche. Depuis son indépendance en 1991, la Lettonie a un régime parlementaire dans lequel le président n'a que peu de pouvoirs. Il peut cependant demander la dissolution du Parlement par un référendum populaire.
Largement inconnue avant sa première élection en 1999, Vaira Vike-Freiberga, professeur de psychologie ayant vécu une grande partie de sa vie en exil au Canada, a su donner un prestige certain à ses fonctions. Elle a donné un visage à la Lettonie, qu'elle avait quitté à l'âge de sept ans pour fuir l'Armée rouge, et a présidé à l'entrée de son pays dans l'Union européenne et l'OTAN en 2004.

Läti valitsusliit on leidnud ühiskandidaadi, kuid välistatud pole ka üllatused.
Eelmisel nädalal leppisid neli valitsusparteid kokku ühiskandidaadis, kelleks osutus Riia traumatoloogiahaigla juht Valdis Zatlers. Ta osales 1980. aastate lõpus aktiivselt poliitikas, kuid pöördus möödunud kümnendil tagasi meditsiinivalda.
Lisaks on suurima parlamendiesindatusega Rahvaerakond pakkunud mitteametlikult välja kauaaegse välisministeeriumi kantsleri Maris Riekstinši. 2004. aastal sai kehakultuuri õpetaja haridusega Riekstinš Läti Washingtoni-suursaadikuks, kuid mullu astus ta Rahvaerakonda ja määrati pärast parlamendivalimisi peaministri kantseleiülemaks.
Rahvaerakonna koalitsioonipartner, Esimese Partei ja Läti Tee Liit on omalt poolt esitanud praeguse integratsiooniministri Karina Petersone, kes on inglise filoloogi haridusega Läti Tee asutajaliige ja kauaaegne parlamendisekretär.

Ülejäänud koalitsioonipartnerid Isamaa ja RPL on selgelt öelnud, et ühist koalitsioonikandidaati oleks lihtsam toetada, kui tegemist pole poliitikuga.
Enne haiglajuht Zatlersi esilekerkimist on tõsiselt võetavatest erakonnavälistest kandidaatidest välja käidud Läti ülikooli rektor Ivars Lacis, kirjanik ja Läti kauaaegne suursaadik Anna Îigure, filosoof Maija Kule, akadeemik Janis Stradinš ja endine konstitutsioonikohtu juht Aivars Endzinš. Esimesed kaks on aga teatanud loobumisest, põhjendades seda kaudselt võimul olijate nihilismiga.

Peaminister presidendiks

Opositsiooniline Uus Aeg on esitanud endise eurovoliniku Sandra Kalniete kandidatuuri.
Vaatlejad ei pea võimatuks ka varianti, et kui valitsusliidu ühiskandidaat läbi kukub ja sama juhtub ka Rahvaerakonna pakutud Riekstinšiga, võib peaminister Aigars Kalvitis tagasi astuda, et ise presidendiks kandideerida. Siis saaks ihaldatud valitsusjuhiameti endale Esimese Partei juht Ainars Šlesers.

There are TWO in the presidential mini-race!

Rollercoaster in the Latvian politics carries on! Yesterday the New Era party nominee, Ms Sandra Kalniete publickly renounced her candidacy in favour of the former senator of the Constitutional Court, Mr Aivars Endziņš! Mr Endziņš was nominated by the Reconciliation Party this Wednesday. The events in presidential-mini race are thus fast, that it is becoming more and more interesting to watch what happens next within the black box of the Latvian party politics.

So, what do we have now? There are candidates from the governing coalition (51+8 votes) and opposition (18+17 votes) now. The race for the hearts and minds of the Latvian MP's has begun!!!

In the yesterday's TV emission Kas notiek Latvijā? there was only one winner - Mr. Endzinš who colleccted about 15 thousand TV spectators votes, while Ms Kalniete and Mr Zatlers got about 4 thousand each. Mr Aivars Endziņš with his steely mind and unequivocal pronouncements against the traditional rules of the game of the Latvian oligarchic elite is certainly the favourite of the majority of Latvian citizens - a true would be people's president.

And the winner is....Valdis Zatlers!

The rules of the game in the Latvian political elite are as obscure as the past of their representatives. For a month two biggest coalition parties, Christian First (PP) and Peoples Party (TP) were playing according to the rules and offering their respective candidates, Ms Karina Pētersone and Mr Māris Riekstiņš. Yesterday the speaker of the house, ooops, Saeima announced that all coalition parties need to agree on a common candidate before May 31 presidential elections. Immediately there was an announcement about the European Communities judge Ms Egīls Levits as a presidential candidate. Yesterday evenening Mr Levits declined the offer as before had done also long standing diplomat in Finland and writer Ms Anna Žīgure and the former rector of the University of Latvia, Mr Ivars Lācis. Immediately after Mr Levits declined the offer it was Latvian Transport Supremo, Mr. Ainārs Šlesers who announced that governing coalition must agree on a common candidate today, because otherwise the stability of the governing coalition is becoming questionable.

Thus, today the governing coalitionnegotiated, and at 20.00CET+1 LETA news agency announced that the nominee of the Latvian governing coalition for the post of the Latvian president is Mr. Valdis Zatlers!

What a rollercoaster in Latvian politics! Just minutes ago Mr. Zatlers gave an interview to the LatvianTV station and answered that he was given 24 hours for agreeing on the offer. Mr Zatlers is a doctor and for the last 15 years he was a director of the Latvian Orthopedic Centre. Now the journalists will have to find who is Mr Zatlers. Right now agreement about Mr Zatlers as the presidential candidate have openly announced Minister of Interior, Mr Ivars Godmanis (LC) and Prime Minster, Mr Aigars Kalvītis (TP).

Lets wait until tomorrow, when there would be more information, because until May 31 there is still some time left.

Presidential elections in Latvia -surprizes!? (updated)

After a fishing weekend on the Gauja I'm back in Riga and the summer is in full bloom! Fishing went well and because of too much sun & fresh air I felt a bit tired today. Yesterday there was nothing spectacular on the De Facto TV programm (Latvian TV) about the domestic politics in Latvia. It means that the probability of having the Maire of Ventspils stipendiate list disclosed until presidential elections on June 6 is diminishing every second.

Couple of hours ago there came an unexpected announcement that presidential elections would take place on May 31 instead! The speaker of the Saeima, Mr Indulis Emsis (ZZS) while answering to the journalist question: why there is such a need to have presidential elections a week prior previously agreed date announced, that the May 31 date is simply beautiful.

In addition rumours about Egils Levits as non partisan candidate for the presidential post materialized, and the present governing coalition probably thought about the common candidate, but unfortunately this opportunity was offered by the speaker of the Saeima. Therefore the most likely scenario for first round of elections is that neither of the candidates -Māris Riekstiņš (TP), Karīna Pētersone (PP/LC) and Sandra Kalniete - gets single majority (51) support of the parliament, and the second round shall be announced. After the first round there is a possibility of the reshuffle in the government and replacement of Aigars Kalvītis (TP) with Ainārs Šlesers (PP). Obviously, the candidate from the People's party for the second round of the presidential elections would be Kalvītis. Brrrrr... .

What a speed of events in Latvia these days!!! Just 30.min ago Member of the European Communities Court, Mr Egils Levits declined his candidacy for the post of the Latvian president. Mr Šlesers immediately announced that governing coalition must agree on a common candidate until tomorrow evening. Therefore, I assume that the scenario described above seems the most likely one and reshuffle of the government is probably on agenda. Overheated economy, emigrating workforce, housing bubble looming on the horizont, and 25% current account deficit is unsustainable for the Latvian small economy, thus someone must get start acting! Mr. Kalvitis is not coping with his tasks, thus he should realize that and GO!

p.s. Also there was an attempt to assassinate the head of the Latvian Customs office criminal investigation unit Mr. Vaškevics this late afternoon. He luckily survived and PM and the Minister of Interior have announced that this heinous act was an attack on the Latvian state. Mr. Vaškevics survived the attack, however he is still odioze enough due to the scrutinity of the Corruption Fighting Bureau that has discovered that his real and declared incomes do not match, thus how credible are anouncements of the PM...
